Viktor Navorski (Tom Hanks), một công dân của Krakozhia, vừa đặt chân xuống sân bay quốc tế John F. Kennedy ở New York thì bị chặn lại ở quầy thị thực. Nhân viên an ninh đưa anh gặp Frank Dixon - giám đốc bộ phận nhập cư. Frank thông báo rằng, trong lúc Viktor còn lơ lửng trên bầu trời thì ở Krakozhia xảy ra chính biến. Phe đối lập đánh chiếm thủ đô, tấn công phủ tổng thống và tuyên bố giải tán chính phủ. Bộ Ngoại giao Mỹ không công nhận chính phủ mới ở Krakozhia nên hộ chiếu của Viktor trở nên vô hiệu ngay lập tức. Anh trở thành người không có quốc tịch.
